I also agree with viewing this as a conditional draw spell instead of a creature. Imagine having this and a Thalia in play AND having 6+ cards in your hand on t3. Where I see the card shining is in spell heavy tempo matchups, which we don't ALWAYS struggle with, but can fall behind in card advantage rather quickly. If they don't pay the tax, we draw cards, which is something the deck struggles to do under normal circumstances. If they pay the tax, they're literally playing into the name of the deck, which we're fine with 100% of the time. That being said when the two options are things that we're 100% fine with them choosing either, then the upside of the card really starts to shine. Giving your opponents a choice between two things is never ideal, they'll always choose the one that is more favorable to them. It being a "soft tax" is certainly a downside. Expressive Iteration gets messed up altogether since they want to play a land off it, but maybe already played their land to pay the “tax”. Could delay Sylvan Library for a turn-and one Library activation can decide games. Once Upon a Time, not so free nor is Chalice if you’re on the play. They’re not doing much with that Lotus Petal or Mox Diamond anymore on turn one not without you getting your slice of the pie. If you play this T1 on the play and they need to Ponder on the first turn (common), then need to Daze your turn two threat, Sentinel is looking bonkers. If you spend one mana on this and get two cards from it, that’s an incredible rate for Legacy, and the 1/1 still remains to gum up sequencing or hold a Sword. I think it’s best to view this as a straight conditional draw spell, with the body as gravy.
